India's premier ship classification society, the Indian Register of Shipping (IRS), also known as IRClass, is preparing to list its commercial industrial services unit, IRCLASS Systems and Solutions Private Limited (ISSPL), on the domestic stock exchanges.

The announcement was disclosed by IRS Executive Chairman Arun Sharma during the organisation’s golden jubilee celebrations. The public issue is aimed at unlocking the commercial value of the testing, inspection, and certification (TIC) business as it scales beyond maritime operations into nationwide industrial infrastructure.

Origins and Spin-Off

IRS originally established its industrial services division roughly four decades ago to meet testing and quality compliance needs beyond maritime shipping. In 2014, the classification society formally hived off this vertical into an independent operational corporate entity, ISSPL.

While parent entity IRS operates as an unlisted, Section 8 not-for-profit company incorporated in 1975 and is one of the 12 full members of the International Association of Classification Societies (IACS), ISSPL functions as a commercial enterprise. Over the past decade, ISSPL has expanded across broad cross-sector mandates, outgrowing the traditional marine classification business.

Broad Industrial Exposure

ISSPL provides end-to-end quality assurance, non-destructive testing (NDT), third-party inspections, statutory compliance audits, and asset integrity management. The company's footprint spans capital expenditure (CAPEX) and operational expenditure (OPEX) lifecycles across diverse industrial domains:

  • Oil, gas, and petrochemicals, including refinery pipelines, storage systems, and exploration assets.
  • Civil and transport infrastructure, covering highways, railways, bridges, airports, ports, stadiums, and logistics parks.
  • Power and renewables, featuring solar plant performance audits, wind turbines, hydro projects, thermal plants, and nuclear installations.
  • Strategic manufacturing, encompassing defence equipment, aerospace components, automotive manufacturing, steel, and fertilizers.

ISSPL also operates a wholly owned subsidiary, SAFESS, which specialises in statutory testing and certification of hazardous industrial plants, machinery, mounded bullets, and Horton spheres in compliance with Petroleum and Explosive Safety Organization (PESO) regulations.

Significance for Dalal Street

The planned listing arrives at a time of robust appetite in the Indian primary markets for specialist engineering and quality assurance providers. India’s extensive public capital expenditure on ports, rail networks, energy transition, and defence indigenisation under the Atmanirbhar Bharat framework has boosted structural demand for domestic certification and quality control agencies.

Once listed, ISSPL would offer Indian retail and institutional investors a rare domestic play in the third-party technical inspection and testing market, a domain historically dominated by multinational conglomerates.
