The Reserve Bank of India (RBI) is set to enforce a revised regulatory framework governing the pricing and disclosure of fixed deposits (FDs) starting October 1, 2026. The updated guidelines mandate higher transparency, strict publication schedules, and branch-level rate consistency across all commercial banks, small finance banks, regional rural banks, local area banks, payments banks, and urban cooperative banks.

Key Regulatory Changes Taking Effect October 1
- Daily Web Disclosure by 10:00 AM: Banks accepting bulk deposits must publish their applicable interest rates on their official websites by 10:00 am on every business day, with a 10-minute grace window extending up to 10:10 am.
- Strict Adherence to Published Rates: Financial institutions will be legally bound to pay interest strictly in accordance with the rates displayed on their websites for eligible deposits accepted on that day.
- Branch-Wide Rate Uniformity: Banks will be barred from offering disparate interest rates on comparable deposits accepted on the same day simply because they are booked at different branches.
- Flexibility Under Liquidity Framework: Banks retain room to price bulk deposits differentially based on the Liquidity Coverage Ratio (LCR) parameters laid out in RBI’s Asset Liability Management guidelines.
Bulk Deposit Threshold and Impact
For scheduled commercial banks, the bulk deposit threshold applies to single-rupee term deposits of ₹3 crore and above. While corporate treasuries and high-net-worth individuals frequently negotiate terms for such deposits, the new system establishes an open benchmark that every investor can verify online before committing capital.
What Retail Depositors Need to Know
The RBI clarified that the new mandate does not dictate an upward or downward revision in prevailing FD interest rates. Commercial banks remain free to set their deposit interest rate cards in line with market dynamics, funding costs, and liquidity obligations.
For regular retail depositors, the primary takeaway is guaranteed consistency. An individual booking a fixed deposit at a rural or semi-urban branch will receive the exact same schedule of interest rates as a depositor investing the same amount for the identical tenure at a metro branch on that day.
