SEBI Mandates Common Reporting Platform for Over 1000 Clearing Members from September 30

In a bid to enhance the ease of doing business and eliminate administrative redundancies, the Securities and Exchange Board of India (SEBI) has expanded the scope of its common compliance portal, Samuhik Prativedan Manch (SPM), to members of Clearing Corporations (CCs) who also operate as stock brokers.
The first phase of this roll-out takes effect on September 30, 2026, enabling eligible intermediaries to submit regulatory filings through a unified portal rather than making repetitive submissions to different clearing bodies.
Eliminating Redundant Regulatory Filings
Currently, clearing members holding memberships across multiple stock exchanges and clearing corporations are required to file identical compliance reports separately with each entity. This framework created substantial compliance burdens, duplicated administrative efforts, and increased overhead costs across brokerage and settlement operations.
Under the updated framework developed in consultation with clearing corporations, compliance filings submitted through the Samuhik Prativedan Manch will be automatically shared with and consumed by all relevant clearing corporations. Approximately 1,066 clearing members holding multi-exchange and clearing memberships will benefit from this streamlined mechanism.
Phased Implementation Roadmap
SEBI has structured the integration across two distinct phases to ensure smooth technical and operational migration:
Phase 1 (Effective September 30, 2026):
- Covers clearing members who are simultaneously registered as stock brokers.
- Transitions 14 key compliance reports onto the unified platform.
- Encompasses an estimated 60% of total clearing-member regulatory reporting requirements.
Phase 2 (Targeted for December 31, 2026):
- Evaluates bringing the remaining compliance filings onto the central repository.
- Assesses the feasibility of extending the platform to Professional Clearing Members (PCMs) holding memberships across multiple clearing corporations.
Building on the Broker Portal Success
The initiative represents the second leg of SEBI's broader compliance simplification agenda. The capital markets regulator initially rolled out the Samuhik Prativedan Manch for stock brokers in July 2025, when 40 broker compliance reports were migrated to a common interface, benefiting close to 1,000 multi-exchange brokers.
Extending the framework to the clearing-member tier deepens the post-trade infrastructure modernization, following initiatives such as Unified Distilled File Formats (UDiFF) designed to standardize data architectures.
