However, formal clearance from the Department of Financial Services (DFS) under the Union Ministry of Finance remains pending.

Union leaders have repeatedly pointed out that several financial regulators and state-owned entities—including the RBI, Life Insurance Corporation of India (LIC), and National Bank for Agriculture and Rural Development (NABARD)—already operate on a five-day schedule.

The second flashpoint is the revised Performance Linked Incentive (PLI) framework introduced by the DFS. The unions have termed the restructured system discriminatory, pointing out that senior officers in Scales IV to VII—accounting for under 5% of the workforce—stand to receive incentives of up to 365 days of wages, compared with a 15-day wage ceiling applied to the remaining 95% of bank staff.

Backlash Over Sunday Branch Openings

The RBI unions also voiced sharp criticism of the central bank's operational circular instructing commercial banks and Regional Rural Banks (RRBs) to keep branches, currency chests, and clearing operations open on Sunday, September 27.

The government and the RBI introduced the Sunday opening to mitigate a potential five-day contiguous disruption, given that September 26 was a fourth Saturday holiday followed by the three strike days. Union representatives criticised this move as confrontational, urging the regulator to facilitate dialogue between the Finance Ministry and staff representatives instead of bypassing conventional weekend norms. To show support, RBI staff announced plans to conduct gate demonstrations across regional offices.

Operational and Market Impact

Major public sector lenders, including State Bank of India, Indian Bank, Punjab National Bank, and Union Bank of India, have issued operational advisories urging corporate and retail clients to execute time-sensitive transactions in advance.

Key areas facing potential near-term disruption include:

  • Half-Yearly Accounts Closure: The strike directly coincides with September 30, the statutory half-yearly book-closing date for banks, creating operational bottlenecks for loan provisioning, balance sheet reconciliation, and auditing.
  • Paper Clearing and Trade Settlements: While digital payment rails—including UPI, NEFT, RTGS, and mobile banking applications—remain fully operational, physical cheque clearances, demand drafts, and institutional trade documentation will face delays.
  • Treasury and Bulk Liquidity Operations: Money market desks, primary dealership channels, and bulk corporate liquidity flows could face intermittent processing frictions during the strike window.

The UFBU has already cautioned that if bilateral negotiations do not produce concrete timelines from the Finance Ministry regarding five-day banking and the PLI impasse, banking unions will escalate to an indefinite nationwide strike starting October 26.
