Coal India Arm South Eastern Coalfields Gears Up for Up to 800 Million Dollar IPO

State-run mining heavyweight Coal India Limited (CIL) is accelerating the public listing pipeline for its operating units, with its key subsidiary South Eastern Coalfields Limited (SECL) now preparing to file preliminary papers for an initial public offering (IPO) that could raise up to $800 million.
The planned share sale follows closely on the heels of another major CIL arm, Mahanadi Coalfields Limited (MCL), which submitted its Draft Red Herring Prospectus (DRHP) to the Securities and Exchange Board of India (SEBI) on September 2, 2026, for an offer for sale (OFS) of up to 66.18 crore shares.
Investment Bankers Appointed for DRHP Filing
To steer the proposed public issue, SECL has mandated a consortium of domestic investment banks. The company plans to submit its draft offer documents to the market regulator as early as December.

CIL's board previously accorded in-principle approval to offload up to a 25% equity stake in both SECL and MCL.

South Eastern Coalfields and Mahanadi Coalfields stand as the two largest coal-producing engines among Coal India’s seven mining subsidiaries. Bilaspur-headquartered SECL maintains a vast operational network across central India, operating 60 mines, comprising 35 in Chhattisgarh and 25 in Madhya Pradesh.
Addressing shareholders, Coal India Chairman and Managing Director B Sairam reiterated the parent entity's intent to bring both mining powerhouses to the primary markets in the ongoing financial year. The parent company had earlier advanced divestment plans for other subsidiaries, including Bharat Coking Coal Limited (BCCL) and Central Mine Planning & Design Institute (CMPDI).

The upcoming listing of SECL, along with MCL, provides institutional and retail investors with targeted investment vehicles to play India's domestic energy demand. Both entities generate robust operational cash flows, underpinned by long-term fuel supply linkages to state utilities and independent power producers across India.
For parent entity Coal India, public listings of key operating entities will help unlock substantial shareholder value, establish standalone benchmark valuations, and enhance corporate governance across its mineral production subsidiaries.
