SEBI Deploys AI Tool Sudarshan and Verified App Badges to Tackle Online Financial Fraud — October 31, 2026
The Securities and Exchange Board of India (SEBI) is rolling out a multi-layered regulatory apparatus to shield retail investors from digital financial fraud and unauthorized market schemes circulating across social media platforms. Addressing the media in Kolkata, SEBI Chairman Tuhin Kanta Pandey outlined key surveillance mechanisms, technology partnerships, and investor education initiatives designed to curb deceptive stock market operations.
The intervention comes at a time when rapid digital adoption has dramatically lowered market entry barriers, while simultaneously exposing millions of first-time and younger market participants to fake trading apps, pump-and-dump channels, and deceptive investment recommendations.
Tech Partnerships and AI-Driven Surveillance
To counter the growing menace of unverified mobile software impersonating registered market intermediaries, SEBI is collaborating with Google to institute verified badges for securities market applications on the Google Play Store. These distinct visual markers will allow retail users to instantly identify legitimate, SEBI-regulated trading and brokerage platforms before downloading them.
On the market surveillance front, SEBI has implemented Sudarshan, an artificial intelligence-based monitoring tool engineered to track and uncover non-compliant operations and illicit market advisory activities across various social media platforms. Sudarshan subjects suspect handles, advertisements, and content to a comprehensive five-stage inspection process before triggering enforcement interventions or takedown requests.
Investor Verification Tools and Multi-Lingual Reach
The market regulator has simultaneously deployed direct-verification utilities to safeguard retail money flows before capital leaves an investor's bank account.
Key digital safety utilities highlighted by the regulator:
- SEBI Check: An authentication feature that enables users to independently verify whether a recipient bank account, UPI ID, or QR code belongs to an authorized, registered intermediary in the securities ecosystem.
- SEBI Saarthi App: An educational mobile app providing structured information on capital market processes, dos and don'ts, and scam recognition.
- SCORES 2.0: An upgraded version of SEBI’s grievance redressal portal designed to streamline and expedite investor complaints, including allegations of cyber financial fraud.
- Multilingual WhatsApp Channel: An outreach initiative offering investor awareness resources across eleven Indian regional languages, including Bengali.
In tandem with these platforms, SEBI is steering the Samajh ke Investing Simple campaign to demystify market operations for first-time market participants.
Rising Retail Base Sparks Urgent Need for Vigilance
The urgency of these protective protocols is mirrored in regional market demographics. In West Bengal alone, the investor base in capital markets has climbed from roughly 12 lakh participants in FY 2014-15 to more than 90 lakh. Demographically, around 36 per cent of these investors are below 30 years of age, making them a key target demographic for high-yield claims and unsolicited WhatsApp or Telegram trading calls.
Capital market involvement among local enterprises is also rising, with more than 40 small and medium enterprises (SMEs) from the state raising over ₹1,400 crore through SME initial public offerings (IPOs) against the backdrop of an estimated 7.6 per cent state economic expansion for FY 2025-26.
SEBI has urged market participants never to act on unverified group recommendations or promise-driven returns, emphasizing that spending even half a minute verifying an intermediary's credential on SEBI Check can prevent irreparable financial loss.
