SEBI Partners With Digital India BHASHINI Division to Deploy Multilingual AI for Capital Markets — November 5, 2026

In a major step toward democratizing market participation across India, the Securities and Exchange Board of India (SEBI) has entered into a Memorandum of Understanding (MoU) with the Digital India BHASHINI Division (DIBD). The partnership is aimed at delivering regulatory public services, investor education, and market communications in regional Indian languages through state-of-the-art artificial intelligence.

The agreement, which came into effect upon signing in New Delhi, was formalized by Sandip Pradhan, Whole-Time Member of SEBI, and Amitabh Nag, Chief Executive Officer of DIBD, in the presence of senior officials from both regulatory and technology bodies.

AI-Driven Tooling and Market Integration

Under the framework established by the agreement, SEBI will integrate BHASHINI’s suite of open language translation APIs, algorithmic models, and automated processing tools across its public-facing touchpoints.

The technological deployment encompasses several core capabilities:

  • Machine Translation: Automating the translation of regulatory orders, circulars, disclosures, and educational materials across multiple Indian languages.
  • Automatic Speech Recognition (ASR): Converting spoken Indian languages into actionable text, facilitating voice-based query resolutions for non-English speakers.
  • Text-to-Speech (TTS): Generating clear, synthesized voice outputs in native vernacular dialects to assist visually impaired investors and those with limited reading literacy.
  • Optical Character Recognition (OCR): Digitizing printed and image-based market documentation into machine-encoded text across different Indian scripts for real-time translation and indexing.

In return, the collaboration will help train and refine BHASHINI’s foundational language models with securities-market terminology, improving the platform's contextual accuracy when handling complex financial and legal vocabulary.

Relevance for the Indian Investor Landscape

Over the last several years, India’s capital markets have seen unprecedented retail participation, driven largely by demat account adoption across Tier-2, Tier-3, and rural geographies. However, financial literacy initiatives, regulatory compliance notices, and investor grievance mechanisms have historically remained heavily skewed toward English and Hindi.

By embedding BHASHINI’s voice-first and vernacular text interfaces, SEBI aims to make investor awareness and protection mechanisms widely accessible. Retail market participants will be able to navigate regulatory filings, understand risk factors, and access educational content in their mother tongues, mitigating the risk of financial mis-selling in non-urban belts.

Institutional Framework

DIBD functions as an independent operational division under the Digital India Corporation, a Section 8 not-for-profit enterprise set up by the Ministry of Electronics and Information Technology (MeitY). Originally introduced by the Government of India in July 2022, BHASHINI (BHASHa INterface for India) serves as the country’s flagship open public digital platform designed to bridge language divides through digital public infrastructure.

While SEBI has not yet specified the rollout schedule for end-user facing applications, the technical integration establishes the administrative and algorithmic foundation for end-to-end vernacular services in Indian securities regulation.
