PM Narendra Modi Inaugurates RBI's Rs 169-Crore Tier IV Data Centre and Cybersecurity Institute in Odisha
Prime Minister Narendra Modi inaugurated the Reserve Bank of India's (RBI) newly established data centre and Enterprise Computing & Cybersecurity Training Institute at Info Valley-II in Jatni, near Bhubaneswar, Odisha. Built at an estimated cost of ₹169 crore, the facility spans 18.55 acres and is engineered to enhance the digital resilience, security, and processing capacity of India's financial sector.
The inauguration was attended by Union Finance Minister Nirmala Sitharaman, RBI Governor Sanjay Malhotra, Odisha Governor Brajmohan Ram, Odisha Chief Minister Mohan Charan Majhi, Union Tribal Affairs Minister Jual Oram, and Deputy Chief Ministers Kanak Vardhan Singh Deo and Pravati Parida. The foundation stone for the greenfield project was initially laid on March 22, 2023, by former RBI Governor Shaktikanta Das.
Critical Infrastructure and Global Resilience Standards
The new facility houses four data centres awarded Tier IV certification from the Uptime Institute—the highest benchmark for operational resilience and fault tolerance. This makes it one of the largest Tier IV-certified installations within the global banking, financial services, and insurance (BFSI) landscape.
The Odisha facility serves primarily as a secondary backup and disaster recovery hub to the central bank's primary data centre located at Kharghar in Navi Mumbai. The location in Jatni was specifically selected due to its geographic stability, positioned outside seismically active regions and distant from high-risk border corridors, thereby mitigating risks related to natural catastrophes or external disruptions.
The complex will host mission-critical systems governing the nation's wholesale and retail financial plumbing, including:
- Real-Time Gross Settlement (RTGS)
- National Electronic Funds Transfer (NEFT)
- Core banking, currency management, and settlement platforms
Fostering Sector-Wide Cyber Defence and Research
Alongside data storage and processing operations, the campus incorporates a specialized Cybersecurity Training Institute. Equipped with a dedicated research wing, the institute will provide technical training and capacity building for enterprise IT professionals across the central bank, scheduled commercial banks, and the wider financial ecosystem.
The curriculum and research initiatives will center on next-generation computing technologies directly impacting digital transactions and market stability, focusing on:
- Artificial intelligence and algorithmic security
- Quantum computing safeguards and cryptographic resilience
- Enterprise computing architectures and risk mitigation
Relevance for the Indian Market and Financial Stability
With Indian payment systems processing billions of digital transactions monthly, business continuity planning and zero-downtime architecture have become critical regulatory and systemic mandates. The commissioning of the Jatni facility ensures that the country's central transaction rails remain insulated against geographic bottlenecks and cyber incidents. For institutional lenders, fintech firms, and market participants, the expansion provides operational certainty and safeguards the liquidity mechanisms that power India's capital and credit markets.
