SEBI Partners with BHASHINI to Deploy Multilingual AI Across Indian Securities Market Services — November 4, 2026
The Securities and Exchange Board of India (SEBI) has signed a Memorandum of Understanding (MoU) with the Digital India BHASHINI Division (DIBD) to integrate regional language translation and artificial intelligence capabilities across securities market operations. The agreement, which took effect immediately upon signing in New Delhi, establishes a technical framework to make regulatory documentation, grievance systems, and market services accessible to non-English-speaking investors.
The agreement was executed by SEBI Whole Time Member Sandip Pradhan and DIBD Chief Executive Officer Amitabh Nag in the presence of senior regulatory and administrative officials. DIBD functions under the Digital India Corporation, a Section 8 not-for-profit company under the Ministry of Electronics and Information Technology (MeitY).
Core AI Capabilities Deployed
Under the pact, SEBI will leverage BHASHINI's Application Programming Interfaces (APIs), language models, and computational tools across its regulatory architecture. The deployment covers four primary technological layers:
- Automatic Speech Recognition (ASR): Converts spoken local dialects and languages into text to support voice-enabled investor assistance and search tools.
- Text-to-Speech (TTS): Translates written text into spoken audio, enabling systems to read regulatory circulars, market notices, and warnings aloud.
- Machine Translation: Facilitates reciprocal translation between English and Indian regional languages for market documents, regulations, and risk disclosures.
- Optical Character Recognition (OCR): Extracts machine-readable text from scanned disclosures, printed forms, and image files for automated indexing and translation.
In turn, SEBI's participation will feed capital market-specific terminology and regulatory lexicon back into BHASHINI's neural language models. This domain-specific calibration aims to enhance translation precision for technical concepts such as derivative risks, prospectus disclosures, and compliance guidelines.
Widening Financial Inclusion in Indian Equities
The move comes amid rapid retail investor participation from tier-2 and tier-3 cities across India, where language constraints often complicate understanding of legal and investment documentation. By bringing vernacular AI tools to market services, SEBI seeks to improve retail comprehension of risk disclosures, offer documents, and regulatory warning systems.
The partnership reflects a broader trend of deploying BHASHINI's sovereign language stack within India's financial architecture. The Reserve Bank of India partnered with DIBD earlier to support multilingual banking services, while public sector lenders such as Punjab National Bank have initiated similar deployments for digital retail banking.
While the MoU has formally come into effect, SEBI has not yet announced rollout timelines for specific public-facing consumer applications, portal interfaces, or voice assistants. Implementation partners and system integration roadmaps under the agreement remain to be disclosed.
